The GIMP has been evolving rapidly recently, and is worthy of a mention. It is a free and open source image manipulation program, on which Cinepaint is based. Cinepaint was branched off the old 1.0.4 release of the GIMP (released in 1997), while the GIMP is currently approaching its 2.2 release, which includes a number of important improvements.

right now (2.2-pre2), the GIMP still can't work with more than 8 bits/color, so for high-quality work you have to use CinePaint -- Douglas
